Design for Recycling (D4R) Criteria
D4R criteria and performance grades will have to consider:

The ability of packaging waste to be separated into different recycling streams
The presence of substances of concern that negatively affect reuse or recycling
Substances that may be restricted via delegated acts
Derogations include:
By 1 January 2028

Immediate packaging of medicinal products (for human and
veterinary use)
•
Contact-sensitive packaging of medical devices (incl. in vitro
diagnostics devices), of infant formula and follow on formula, of
processed cereal-based food and baby food, and of food for
special medical purposes

Outer packaging of medicinal products (for human and veterinary
use)
•
Packaging used to transport dangerous goods
•
Sales packaging made from lightweight wood, cork, textile,
rubber, ceramic, porcelain or wax
EC to adopt delegated acts to establish D4R, the recyclability
performance assessment and define recyclability grades per
packaging unit, in terms of weighting, and the framework of EPR fees
modulation
By 1 January 2030
